I had a similar problem on my linux box : a RH7.2 with netatalk-1.5pre6
(rpm)  and ppr-1.44 (tar.gz) ;
i solved it changing my atalkd.conf from:

eth0 -phase 2 -net 0-65534 -addr 65280.213

in:

eth0 -router -phase 2 -net 0-65534 -addr 65280.213 -zone "MYZONE"
