I managed to find out what the problem was, perusing /var/spool/ppr/jobs/ shows that the jobs were in Level 2 PostScript. Without setting the PPR printers up with correct PPD files it would hold the jobs claiming the printer wasn't able to handle Level 2 PS, once set to the correct PPD (Apple LaserWriter 16/600) it's letting them through without any problems.
